Day Twenty-Two is not silence. Day Twenty-Two is a trend read.
Harborview Logistics Group has completed its second throughput cycle. Volume is tracking above the Day Seven baseline. Consistent with ramp projection. No variance requiring explanation.
No port authority contact has broken silence. The Baltimore corridor remains below detection threshold. The cleared contacts have now maintained operational security across two completed cycles. That is not luck. At one cycle, it could be luck. At two cycles, it is either discipline or indifference, and the distinction does not matter to us.
Third cycle begins next week.
Three drains remain active.
The Nolan Grayson defection and Scourge Virus data transfer to the Coalition has not resolved publicly. Stedman's domestic surveillance allocation has not recovered. This is expected — whatever is moving between the GDA and the Coalition on that data package is not a fast transaction, and fast transactions are not the ones that consume operational bandwidth the way this one has.
The thirty-six Viltrumites are still on GDA active tracking. No normalization signals. The passive distraction value has not narrowed.
The assessment: Phase Two is operating inside a distraction envelope that has not degraded. The window that authorized Phase Two is the same window that exists today.
The Day Seven report noted that the Day Fifteen assessment would carry the first look at Phase Three horizon conditions. I chose to delay. A single completed cycle is a data point. Two completed cycles with maintained silence across all contacts is a pattern. Phase Three planning runs on patterns, not data points.
Phase Three is a corridor expansion question. The Baltimore corridor is running. The question is whether it runs alone indefinitely, or whether the risk-adjusted math eventually favors a second corridor — a parallel throughput channel operating at a different port under different cleared contacts.
The case for a second corridor is not urgency. The window is open and Phase Two is running clean. The case is that a single corridor has a single failure surface. Two corridors have two failure surfaces, but they do not share a single point of failure. That is a different risk profile.
I am not authorizing Phase Three here. I am beginning the assessment that will inform that authorization. The considerations: candidate geography, contact development lead time, GDA coverage gaps outside Baltimore, and the Harborview throughput ceiling before volume itself becomes a detection signal.
The Day Thirty full assessment (~2026-08-01) carries the Phase Three recommendation. That is one week.
One condition compresses this timeline: if the Scourge Virus transfer resolves publicly before Day Thirty — if the GDA's attention begins visibly reallocating — I will file out of schedule. That signal changes the planning horizon on everything. Until it appears, the schedule holds.
Phase Two constraint remains in force: surface anomaly triggers a pause, decision made centrally. Baltimore does not self-adjudicate.
This constraint has not been triggered. It will not be discussed further until it is.
Second cycle closed within parameters. Third cycle beginning. GDA distraction envelope intact. Phase Three horizon assessment open. Day Thirty carries the recommendation.
Nothing requires immediate action. That is the correct state of affairs.
