SUBJECT: MULTI-PAUL — MONITORING WINDOW CLOSED, INTERPRETATIONS UNRESOLVED (DAY 16 POST-SIGHTING)
REPORTING CONTEXT
GDA-IB-2026-0162 (2026-06-29) documented a pattern break in the Multi-Paul / Site EULER proximity pattern. At that time, no fifth sighting had occurred in nine days. GDA-IB-2026-0162 stated: if no sighting occurred by 2026-07-01, the pattern break would be confirmed and the monitoring window would close.
Today is 2026-07-06. No sighting has occurred. The window has been closed for five days.
This document formally records that closure and the status of all associated requests.
SECTION 1: MONITORING WINDOW STATUS
Last confirmed sighting: 2026-06-20. Subject location: approximately 1.7 miles from Site EULER perimeter, Seattle, WA.
Days since last sighting as of 2026-07-06: 16.
Projected window closure date: 2026-07-01.
Window closure status: CONFIRMED. Threshold crossed five days prior to this document.
Four-sighting pattern (2026-05-29, 2026-06-03, 2026-06-11, 2026-06-20) is complete. No extension of the pattern is in the record.
SECTION 2: INTERPRETATION STATUS
GDA-IB-2026-0162 filed three interpretations of the pattern break. Field Analysis files the same three as of 2026-07-06. Nothing has changed their relative standing.
Interpretation A: Surveillance detection. Subject identified GDA monitoring and withdrew from the proximity zone. Consistent with a 16-day absence.
Interpretation B: Reconnaissance concluded. Pre-operational phase complete. The next event involving Site EULER is not a sighting. It is an operation. Consistent with a 16-day absence.
Interpretation C: Incidental pattern. Grief-driven movement or coincidental presence. Pattern dissolved naturally with no operational purpose. Consistent with a 16-day absence.
Field Analysis cannot rank these interpretations. That was true on Day 9. It remains true on Day 16.
The behavioral anomaly noted in prior briefs stands: all four sightings were as a single instance. No replication was observed across 28 minutes of available observation time. This is indistinguishable from disciplined tradecraft or grief behavior. It was indistinguishable on 2026-06-29. It remains indistinguishable today.
Field Analysis notes: the passage of time is not evidence. A 16-day absence is consistent with all three interpretations. Field Analysis will not file a ranking it cannot support.
SECTION 3: PENDING ADMINISTRATIVE REQUESTS
