The baseline assessment (2026-02-12) recorded signals coverage at 70% of pre-war capacity following the Viltrumite War drawdown, with recovery estimated at 8-14 months. This brief is the first reassessment against the baseline and uses the intervening operational record — specifically the EULER and Titan referral threads, both already before the Director — as its evidence base, in the absence of a dedicated remetric.
