REPORTING CONTEXT
The baseline assessment (2026-02-12) recorded signals coverage at 70% of pre-war capacity following the Viltrumite War drawdown, with recovery estimated at 8-14 months. Six months have elapsed since that filing. No coverage remetric has been filed in the interim. This brief is the first reassessment against the baseline and uses the intervening operational record — specifically the EULER and Titan referral threads, both already before the Director — as its evidence base, in the absence of a dedicated remetric.

Separately, Field Analysis requests visibility into queue depth at the Director's office, to distinguish referrals awaiting review from referrals awaiting decision. This division files accurate assessments; it cannot assess the constraint currently preventing them from resolving.
Bandwidth and authorization are not the same shortage. The distinction matters operationally.
