REPORTING CONTEXT
GDA-DOS-2026-0089 (2026-06-08) documented the overdue compliance review for the subject designated Titan and recommended formal classification to CONDITIONAL AMBER (proposed Category IV). Original review deadline: 2026-01-15. That recommendation has been in the Director's authorization queue for 49 days.

ReAnimen patrol density in Chicago remains at approximately 60% of pre-war baseline. Reallocation for Viltrumite integration compliance processing accounts for the deficit. Field Analysis notes this as background; operational deployment is not within division scope.
Titan operates within the Chicago metropolitan area. Surveillance coverage of that area has declined in proportion to the ReAnimen reduction.
2B. Machine Head association
GDA-DOS-2026-0089 documented an unconfirmed financial association between Titan and Machine Head's organization — specifically, Philadelphia-area nodes. That association has not been confirmed or eliminated in the 49 days since filing.
The association was characterized in GDA-DOS-2026-0089 as family-motivated rather than ideological. The behavioral assessment remains: unreliable in both directions.
Machine Head's organization has expanded during the post-war window (ref. GDA-IB-2026-0147). Whether any arrangement with Titan has been affected by that expansion is not known to this division.
