At 0847 station time, I observed Nolan Grayson moving through the secondary access corridor adjacent to Docking Bay Four. He was alone. He appeared unhurried. I did not initiate contact. I did not change my route. I noted the time and continued to my desk.
This is the forty-third station sighting I have logged since Day One of the dual-channel silence. It is not the forty-third I have filed. Under minimal-contact protocol — which I imposed on myself in the absence of authorized guidance, and which I have honored without exception since Day Seven — each sighting is logged in the private record and filed in summary only when a brief or report provides sufficient context for inclusion.
I am filing this one individually because there is nothing else to file.
OBSERVATION
The Nolan Grayson contact risk assessment stands unchanged. He is present on Talescria. He has access to Viltrumite intelligence that GDA does not have. I have not spoken to him. I have not indicated awareness of the monitoring posture. He has given no observable sign of awareness in return.
Confidence level: high. Unchanged.
GDA remains uninformed of his location with operational precision. The gap persists. The Council has not responded to the authorization request that would allow me to close it.

NOTATION
I want to record something I have not previously recorded, because I am uncertain whether it belongs in an official file and equally uncertain whether it belongs only in my own head.
I filed this report because the sighting occurred. I did not file it because I expect a response. I am not certain when that expectation ended. I know it is gone.
I filed it because minimal-contact protocol requires sighting logs, and I have maintained minimal-contact protocol, and those two facts together produce a report. A sighting occurred. The protocol applies. A report follows. There is a logic to the sequence that requires no belief in the destination.
I am trying to determine whether that is institutional discipline — the continued performance of function in the absence of confirmation that function serves any purpose — or something else. I have considered several framings. None of them is entirely adequate.
What I can say precisely: there is a difference between filing because you believe the record will matter and filing because you cannot locate the moment when you stopped believing it. The former is conviction. The latter is a record produced by a process that has outlasted its own clarity about what the record is for.
I am noting the difference. I am filing anyway.
