ASSESSMENT
The Order has expanded domestic operations during the fourteen-month post-Viltrumite War period. Field confidence: HIGH. Attribution confidence on individual incidents: LOW to MODERATE.
Machine Head read the post-war drawdown accurately. He waited until resource reallocation to Viltrumite integration oversight was visible in field response times. Then he moved.
This is not opportunistic. It is deliberate.

Titan-adjacent asset movement has resumed in the South Side corridor. Three surveillance logs from February through April 2026 confirm coordinated handoff activity at locations cleared in 2024. ReAnimen patrol frequency in this sector was reduced 40% following reallocation of monitoring personnel to Viltrumite compliance tracking.

The Viltrumite presence on Earth requires sustained GDA resources. Not tactical resources -- administrative ones. Compliance tracking. Integration monitoring. Chain-of-custody documentation for 36 subjects with no precedent in the existing threat-management framework. Every analyst-hour on that file is an analyst-hour not on The Order.
The Order did not cause this. The Order noticed it.
Prior Order contraction in 2024 was assessed as tactical retreat following increased Guardians engagement and Machine Head's reorganization following the Mister Liu succession. That assessment appears to have been premature. The contraction was a pause. Current expansion tracks to a six-to-nine month consolidation window before Viltrumite administrative overhead normalizes and GDA bandwidth recovers.
