This transmission constitutes the Empire's first direct contact with you since your abandonment of the Earth assignment in Cycle One. It is not an offer of amnesty. It is not an appeal. It is a structured proposition, transmitted once.
You are aware of what you abandoned. You are aware of what you retain. The Empire does not pretend that leverage is anything other than leverage.
Earth integration is not a question of whether. It is a question of calendar and cost. The Third Cycle Assessment Team has filed the relevant documentation. You may request it through Coalition channels if you believe they would share it; you may not.
The proposition is this:
You will not oppose the Empire's integration process for Earth.
Not actively. Not through the Coalition. Not by providing Cecil Stedman with additional intelligence resources. Not by placing yourself in Mark Grayson's trajectory before the process is complete.
In exchange, the Empire acknowledges the following in internal record only: Mark Grayson's hybrid condition places him in a category the standard integration protocol was not designed to accommodate. The Third Cycle Assessment Team has noted this in a formal dossier. There are internal discussions about what that category requires. They have not concluded.
Your cooperation does not resolve those discussions. What it does is keep them open rather than closed.
You will frame this as a threat. You will call it coercion. You will say the Empire is using your son against you and that this is consistent with everything you know about us.
You are correct.
You will then attempt to assess the probability that compliance actually protects Mark against the probability that your resistance meaningfully delays integration. You will consult Allen the Alien. You will draft a response that buys time while the Coalition organizes.
This is also consistent with everything I know about your post-Earth behavior.
I am telling you this not to demonstrate predictive capability — though that is the intent — but because the proposition depends on you understanding that I have already accounted for the response you are preparing. The only question is whether the delay you are attempting to buy will cost more than you expect to pay.

What I will tell you is that the section I wrote concludes with a notation that does not appear in most Viltrumite dossiers: subject does not fit standard imperial models.
I do not know what that means for the integration calculation. Neither does anyone else yet. What it means for this transmission is that the proposition I am making has a narrower confidence interval than the Empire assumes.
