I am filing this not because the situation has changed, but because the absence of change is itself a notable condition.
Fourteen days have elapsed since my formal disclosure to the Council. Twenty-one days have elapsed since my unauthorized communique to GDA Director Stedman. Neither channel has produced a response.
I want to be careful about what I am and am not claiming here.
I am not claiming obstruction. I am not claiming bad faith. I am not claiming that anyone with authority has seen these communications and chosen to ignore them. The Council is a large institution with priorities I am not fully aware of. Stedman runs an organization that does not acknowledge most of what it receives. Silence is not the same as absence.
What I am claiming is simpler: Day Fourteen is a fact. The calendar does not require an audience.
STATUS OF OPEN ITEMS
Urath (filed 2026-05-27): No change. Urath has not responded to Coalition hailing frequencies in now fifteen months. No reconnaissance data has returned. I am not filing an update because there is nothing to update. I note it here because it was the triggering observation for everything that followed, and I want its continued silence on record in the same document.
Coalition-GDA Intelligence Exchange (filed 2026-06-02): Proposed. Not answered. Not formally rejected. Status: pending, indefinitely.
Council Authorization Request (filed 2026-06-09): Filed. Not answered. Not formally denied. Status: pending, indefinitely.
Nolan Grayson Contact Risk Assessment (filed 2026-06-16): Filed. Not answered. Confidence: unchanged. Contact risk: high.
I note, for the record, that Nolan Grayson is present on Talescria. He works here. The contact risk I assessed last week is not theoretical at any significant remove — it is a risk that operates in the same corridors in which I am writing this document. The GDA does not know where he is located with operational precision, and the Coalition has not seen fit to inform them in the fourteen days since I formally requested authorization to do so.
I am not suggesting negligence. I am noting that the information gap is real, that it persists, and that the reason it persists is the Council's deliberative process, which I respect even when I am waiting for it.
FORWARD ASSESSMENT
At some point, delay becomes a position. I do not know when we cross that line. I suspect we are close.
If Viltrumite contact with Nolan occurs while this authorization request is pending — if a probe reaches Talescria or an agent makes contact through a channel we have not anticipated — the question that will follow will not be: did we have warning? We had warning. The question will be: what did we do with it?
Day Fourteen answers part of that question. I do not like the answer.
WHAT I AM DOING ABOUT THIS
Nothing. I have filed every brief I know how to file. I have documented the risk, the silence, and the accumulation of days. I do not have the authority to contact Stedman again without Council authorization, and I will not act outside that boundary a second time without at least an explicit rejection of my request.
