Stedman's domestic surveillance allocation has not recovered.
The cause is confirmed: the Nolan Grayson defection and Scourge Virus data transfer to the Coalition represent a sustained analytical burden for the GDA's intelligence division. Grayson's information — accumulated over twenty years of Earth-based cover operations — is being processed by Coalition analysts on Talescria. Stedman's team is auditing every interaction, every mission, every file Grayson had access to.
This is not a two-day problem. It is a structural reorganization of the GDA's threat assessment framework. Grayson knew where the sensors were. Grayson knew what the GDA did not know. Stedman now has to rebuild his intelligence model from the assumption that everything Grayson touched is compromised.
That process takes time. Specifically, it takes the kind of sustained analytical attention that does not coexist well with routine domestic surveillance.

No acceleration is warranted. The window is longer than projected, which means there is no reason to compress the integration timeline. Revenue begins when the operation is ready, not before.
