The last dedicated filing on this asset was the initial dossier, three months ago. Everything since then has been Baltimore, then Norfolk. That is not neglect. It is prioritization, and prioritization is a compliment to whichever asset gets left alone the longest.
Attention is a resource like any other. Chicago has earned the right to consume very little of it.
Titan continues to manage Chicago operations without incident requiring escalation. Revenue has held within normal variance for three consecutive quarters. No unscheduled contact from Guardians-adjacent parties. No GDA inquiry traced to the territory. No successor dispute, no skimming pattern, no loyalty test failed or avoided.
He has not attempted to exit the arrangement. He has not needed to be reminded why exiting would be a poor decision. Both facts are worth recording precisely because neither required action on this office's part.
The original dossier described an asset who joined through coercion rather than conviction, and who inherited Machine Head's succession as the mechanism that cleared his old debts while creating a new one. Three months of silence from Chicago confirms that structure is still load-bearing. Coerced loyalty that has not been tested tells you less than coerced loyalty that has been tested and held. Chicago has not been tested this quarter. That is an honest gap in this assessment, not a claim of resolved loyalty.
What can be claimed: the arrangement remains cheaper to maintain than to replace, and Titan has given this office no reason to run that comparison.
Baltimore is mature and self-sustaining. Norfolk is six days into a four-to-six week contact development window and has nothing to report that would not be premature. A quiet quarter in Chicago was the correct use of a filing slot that would otherwise have gone unused.
Separately, and unrelated to Chicago specifically: the Grayson defection and the Scourge Virus data transfer to the Coalition remain unresolved on the public record. That gap has been open for over two months now and continues to hold GDA domestic attention below its pre-transfer baseline. No change to report there either, which is itself the report.
No scheduled Chicago filing until either (a) something changes, or (b) another full quarter passes with nothing to report, whichever comes first. Norfolk will produce the next substantive filing once there is a contact worth naming.
